Abstract:
Imagery and LiDAR data acquisition by a contract with Woolpert, is in response to the flood of 2011. This task consists of color digital aerial imagery acquisition and color digital orthophoto production at 1.0 foot ground sample distance (GSD) over approximately twelve hundred twenty (1220) square-miles along the Yellowstone River and Lidar acquisition over approximately four hundred forty-two square miles along the Yellowstone River. The general purpose of the imagery collection and processing is twofold: to provide data for others to visually denote and quantify inundation damage areas from no damage areas and to provide data for others to visually denote and quantify degree of damage as heavy, moderate and light and for future H and H analysis. The 10,000 foot x 10,000 foot digital orthophoto tiles and the 5,000 x 5,000 foot LiDAR tiles were based on the U.S. National Grid. The final product consists of color digital orthophoto tiles at a 1.0 foot pixel in TIFF format with ASCII TFW file with LiDAR data set.

Digital aerial imagery was acquired at 32-bit 4-band stack red, green, blue, and CIR bands. This imagery was orthorectified to the terrain data and the ground control survey.

Process step:
To produce the color digital orthophotos with a 1.0 foot pixel GSD, Woolpert obtained aerial photography according to the following specifications:
Camera: Leica ADS80-SH81/82 Airborne Digital Sensor
Flying Height: 9,494' AGL for a nominal 1.0 foot pixel GSD
Imagery Type: RGB+NIR
Side Lap: 25%
The imagery was acquired using the Leica ADS80-SH81/82 multispectral scanner. The fundamental resolution of the imagery was 1.0 foot. The ADS80-SH81/82 utilizes the Applanix POSAV direct positioning and orientation system that is based on airborne GPS and inertial measurement unit (IMU) technology. POSAV data were reduced using the Applanix POSPAC software package (V4.3). All of the source imagery was processed using the Leica GPRO (V3.2) software package. This package provides the capability to perform digital mage processing, aerial triangulation, and image rectification. The strips of imagery were ortho rectified to existing digtial elevation model (DEM) data. The individual rectified strips of ortho rectified imagery were then mosaicked together to form a seamless imagery database over the entire task order area using the OrthoVista software (V4.3) by Inpho GmbH. The final digital orthophoto imagery tiles were extracted using OrthoVista.
